Until the upgrade tasks finish for all the repositories, hitting any page that references changesets from those repos (like the dashboard activity stream) will cause the calling thread to block, making FishEye non-responsive.
This is not a problem with small repos and they upgrade quickly, but larger repos can upgrade for up to 2 hours, so all the request threads will get used up till its unresponsive.
