Upgrade from 2.5->2.7 fires events for all commits and replays all smart commits

Scenario:
A repository has been indexed in FishEye 2.5.x or earlier
Upgrade to 2.7+

Result:
A commit event will be fired on the first commit for ALL commits, even those already scanned.

If a repository contains "smart commit" commit comments that have already been indexed, all the old commits with "smart commit" syntax will be replayed.
