FishEye/Crucible does not respect @RequiresRestart annotation

I tried bumping UPM to support FishEye/Crucible 2.7 from 2.6.1, and some integration tests involving @RequiresRestart started failing. Everything worked in FishEye/Crucible 2.6.1.

Note that this only happens when I'm installing a new plugin with a module that requires restart. But it works as expected when "upgrading" a plugin (i.e., @RequiresRestart is honored).

This issue is caused by a bug in the Plugin Framework. Filed as PLUG-839. I've confirmed it in both Atlassian Plugins 2.7.6 and 2.8.0, so I'm expecting (but haven't tested) that this bug appears in FishEye/Crucible 2.6.2 as well.
