Support a url parameter to specify the REST return format

We currently allow the rest client to specify the encoding format of the response by setting the "Accept: application/xml" ("../json") request header, but we may also want to offer an url parameter to do this in cases where manipulating the HTTP request headers is difficult. Many other public rest api's also offer this.
