GWT admin for ClearCase is slow because cleartool commands are being executed too often and too early

      This happens both when a new ClearCase repository is added in the GWT admin and when an existing repo is edited, although the delays are most noticeable when editing an existing repository.

      There are a number of issues that need to be addressed:

      New repository
      The command for getting the contents of the VOBs and UCM Projects dropdowns are independent of the viewlocation, but a reload trigger is attached to the view location field. This trigger should be removed and instead a trigger should be added to the displaying of the 'VOB Inclusion Rules' and the 'UCM PRoject Inclusion Rules' sections. The list of VOBs and UCM Projects will not change, so each of the commands should run only once.

      Editing a repository
      When you click a ClearCase repository in the new GWT admin, it takes a couple of seconds before the popup shows up. The reason is that during initialisation, the admin performs a number of cleartool commands to build up dropdown lists on the 'SCM Details' tab (vobs, projects and branches). This really shouldn't be done until the 'SCM Details' tab is actually selected. The result is that for up to 8 seconds there's a small spinner on the page before the admin popup shows up. The spinner is easy to miss and therefore it looks like the ui is not responding..
