Add option to disable git head detection and tag processing

In some git repositories, tag processing and branch head determination can take significant time delaying the availability of commits for review operations. Where the associated functionality is not a high priority for users, this option will allow users to disable these operations. This is a short term tactical option prior to a git indexing rearchitecture.
