clearcase base: use the latest repository activity when indexing branches

weve changed branch indexing to get all activity (not just on the branch), so the "latest index time" should be the latest of all of the activity retrieved.

currently its using the latest of the branch, which means for old branches, it has to re-retrieve a lot of data that it doesnt need
