UCM ClearCase: specifying a project inclusion rule and then saving the repository results in an invalid config.xml

      When you edit a UCM ClearCase repository configuration in FishEye that has a project inclusion rule specified, the resulting config.xml is stored without an (empty) vobExclusion element. This is required according to the config.xsd and as a result FishEye fails to startup the next time the server is (re-)started.
