Error trying to connect to HG repo using ssh on windows

I am in day 1 of my trial, and need to get this working. I am trying to connect Fisheye/Jira to BitBucket.
I have generated my ssh keys, location = 'ssh://hg@bitbucket.org/***/xxxx'.
Fisheye is setup on MySQL, instead of the default. No port changes. Windows Server 2003 with OpenSSH installed. I did put Fisheye into a directory(see below) with no spaces in the name, and the directory is correct.

when i click on "Test Connection" i get this error
Error testing connection.
Error talking to repository:
remote: '"\C:\FishEye\bin\fe-ssh.bat\"' is not recognized as an internal or external command,
remote: operable program or batch file.

abort: no suitable response from remote hg!
Connection failed.

I figure it is something i missed during the installation, but I am at a loss as to what now.
