P4 Unicode Handling

Handling of files designated as unicode on a unicode enabled server may fail to be correctly parsed.

This leads to problems in diffs, line counts and annotations. The problems may manifest in the following ways

1. Diffs do not show all line changes
2. Linecounts are inaccurate
3. Annotations do not show all lines and may cause the server to report an error.

There is no workaround.
