Authentication test does not taking local groups into account

Re-produce steps :

1. Integrate with LDAP
2. Create a local group e.g Jira, and assign few members into Jira group.
3. Grant Jira group to access a repo, e.g svnRepo1
4. Use the authentication test in LDAP,

• Jira member, showing has access to svnRepo1
• non Jira member, showing has access to svnRepo1 (this is wrong)

In fact, if non Jira member login FE, he is unable to view the svnRepo1. This is correct.
The authentication test should provide accurate results which tested for local group access as well.
