Base ClearCase code is not processing all branches of a VOB

The performance improvements included in http://jira.atlassian.com/browse/FE-2323 has had the side effect of causing only changes made on the main branch to be indexed by FishEye.

The ClearCase admin UI should be updated to provide a 'Main Branches Only' radio button, and if deselected (ie. process all branches), then the original (slower) history retrieval should be used.
