Description
Some customers would like to have users who can administer only certain parts of FE.
It would be good if we could have for example a "repository admin" or a "user admin" that could create/update repos and users respectively but not change other settings.
Even a split similar to the Sysadmin/Admin roles in JIRA would be start.
