Since this can cause problems during restore (such as date and number formatting), it may be helpful to store the locale of the JVM from the machine on which the backup was performed as a value in the XML backup. Restore could then check to see if this locale matches the current machine. If not, toss up an error warning the user that this restore will not be possible using this locale.
