Set up Crowd Admin Access for selected functions only

Problem

There isn't a way to grant limited administrative access to Crowd to users. Currently, you can either add them to Crowd-administrator which allows full access to Crowd administrative features, or as a user, which has no access.

Suggested Solution

Add a way to allow administrative use of Crowd for users with restrictions. Something like a sub-group that would be able to perform certain tasks only. For example, we could allow a group of users to handle groups and users while restricting their access to manage directories and other settings.

Why This Is Important

This would enhance the user experience for Crowd. It would allow admins to grant some level of authority to other users, while still protecting the essential parts of their configuration.
