Group memberships are not automatically added for non-first time users login after adding a new group to the Default group memberships.

The users that were not added to the abc-test group, you can add them manually as guided in the Adding users to groups document.

Suggestion #02
Remove only the affected user's from Bitbucket Server as guided in Deleting users and groups document.

The users will be added to both groups when they log in.
