If any of the users eligible for getting a password expiry notification email have a null email, the password expiry notification sending will fail. Some emails might be sent, depending on the batch in which the users with null emails have appeared, however none of the users from the batch with null users onwards will receive any notifications.

While technically users without emails are invalid data, they shouldn't cause users with correct emails to not receive email notifications about password expiry.
