These placeholders exist, because they are expected to be synchronised (and updated) during next synchronisation, which will end up with correct state of directory. These placeholders are created for internal directories, what doesn't make sense, because internal directories don't synchronise.
[CWD-4997] During xml import, Crowd creates users placeholders for non-existing members of groups for non-ldap directories
