Prevent race condition between user data synchronisation and user data updates

JIRA today uses a delay before the start of user data sync.
This removes the problem where UM updates Crowd and updates JIRA directory as well.
But the moment we remove the delay, there is a race condition between the add/updates. This needs to change to potentially make it idempotent.
