As an administrator I want to allow some users to manage their groups inside crowd

      Users should get the ability to maintain their own groups. Therefore an admin needs to create a group but then assign some users as maintainer of this group. Then if those maintainers log into crowd they should have the ability to maintain users of this group.

      This is helpful for decentralized user management.
