Update jQuery to latest 1.x

      At the time of writing, Crowd is using the same version bundled in the AUI flatpack (1.8.3). However, there have been many releases since then - the latest 1.x release being 1.11.1.

      We should update the version of jQuery we use. Do note, however, that we may need to include the jquery-migrate-plugin for backwards compatibility (since they removed a lot of deprecated APIs from jQuery core and into the plugin). In the atlassian-plugins-jquery plugin, this is already included.

      In doing so, we should also stop using the version of jQuery bundled in the AUI flatpack and start using our own (we use the flatpack on setup screens and in a few other places).
