Repro

1. Set up Crowd with a password policy of "bob" and hint message of "pass must be bob"
2. In the setup step of creating an Admin user, try to set a password of admin

Observed

Can't set a password of "admin", and "The supplied password is invalid" is the message that is displayed

Expected

Can't set a password of "admin", and "The supplied password is invalid because it violates the configured password policy: <password policy message>" is displayed as error message.
