Apache/Subversion can't authenticate Crowd users and occupies all CPU

Similar to what's explained here: https://answers.atlassian.com/questions/18206/crowd-integration-of-apache-svn-client-connect-fails-due-to-server-error-couldn-t-create-directory

Subversion server get's unresponsive and no users can use it.

The only workaround that helps is

• Stop Subversion service
• Rename E:\crowd\cache\subversion
• Start service

This fixes the problem.
