Users residing in inactive directories are still counted against license

Deactivating a directory does not remove users from the license count

Steps to Reproduce

1. Create a new directory and add it into a crowd Application
2. Add some users
3. Go to Administration > Licensing and click "Recalculate your user total"
4. Deactivate the directory created in Step 1
5. Recalculate the users again

Expected Results

Users in the deactivated directory should not be counted against license

Actual Results

Users in the deactivated directory are still counted against license

Workaround

1. Deactivate the users, or
2. Remove the directory from all applications
