Keep atlassian-bundled-plugins.zip out of the heap

Crowd's plugin loader ends up loading atlassian-bundled-plugins.zip as a resource, which is cached by Tomcat. Either use a different classloader or mechanism to load it or disable Tomcat's resource caching.
