Cache in the Atlassian User REST implementation

    Description

      The REST Atlassian User implementation should cache users and groups.

      Compare performance with the old SOAP implementation, the new one without caching and with caching for:

      • The first page load with an empty cache
      • A regular page load with a primed cache
      • The first page load after the cache expires
