Crowd build relies on crowd-bundled-plugins modifying crowd-web-app's src directory

crowd-web-app assumes crowd-bundled-plugins has already run.

crowd-bundled-plugins' generate-resources phase copies files into crowd-web-app's src directory. This defeats 'clean' and means a build that omits this module will generate a broken webapp.

crowd-web-app should depend on, and copy over, any resources it needs.
