Restoring from an XML backup that used in-memory tokens will revert back to database backed tokens

The token storage state is being persisted correctly in the database but the instance of the TokenDAOProxy ignores the stored property.

We need to make sure the TokenDAOProxy switches it's implementation based on the persisted property after a successful XML restore operation.
