Fire user/group created events for user bulk add operations

      Currently addAllUsers and addAllGroups on the DirectoryManager will not fire any UserCreatedEvents or GroupCreatedEvents. This was specifically disabled for performance reasons.

      We need to benchmark the impact of firing these events, especially within the context of the AutoGroupAdderListener that specifically listens to these events. If the performance issues are manageable, then we should fire these events for bulk operations.

      This affects all importers including the CSV importer and the directory importer.
