Improve email notifications about license limits

      Currently, Crowd sends email notifications when a user is within 10% of the maximum number of users allowed under a particular license.

      This can be rather annoying if the number of users is static. Instead, Crowd should send emails as the number of users grows - mails should be sent at (say) every percent change within 10%.

      It will be nice if we could adjust the threshold and frequency the email will be sent out as well, as we do not need the email to remind us daily

            This is really annoying. 10% free is not an issue when license if for thousands of users. Please fix this.

            Hi, please make the thresholds configurable. As with 10% emails are being sent, having over 1000 licenses left is quite annoying indeed.

            Here are some requirements:

            1. NEVER STOP WORKING without a warning period (30 days minimum)
            2. Given that the license is valid for a given number of users, KEEP WORKING for that number and only deny additional users - with appropriate notification etc...
            3. No need for 4 emails a day!!!!! Suggest 1 email a week at most and then daily if it is very close (5%) or over (as in 1 and 2).
