http://confluence.atlassian.com/display/CROWD/Integrating+Crowd+with+Subversion describes using Apache::CrowdAuthz. This is arguably insufficient for the problem.
The issue is being able to create new subtrees in subversion and having an administrator be able to set permissions on that subtree without logging into the server. A perfect example of who I would like to be able to do that is my boss. He has very little interest in all the details of setting this up, but would feel empowered to be able to do it.
It would be great if a simple UI could be created that managed permissions on the subversion tree. A more complete product might give a web UI to svnadmin even.
It's an exercise for the reader to figure out if there's a substantial enough market for this, but I would find it helpful.
