[CWD-1139] Add Directory level events to Crowd - Create and track feature requests for Atlassian products.

We need to start firing events for the bulk of the CUD (Create, Update, Delete) operations in Crowd.

This will allow ourselves and our plugin writers to create listener plugins that can perform tasks on for example, a Create Principal event in Crowd.
