Crucible doesn't show draft comments warning when summarising review

HTR

1. Have moderator flow enabled
2. Create review, start it
3. Add draft comment
4. Click on Summarize review

Expected behaviour

There are draft comments thus Crucible should warn user about existence of draft comments like this:

Workflow condition which checks for draft comments doesn't fire on `Summarize ` action and user is directly navigated to summarizing review dialog:
