Store diff is not set to false (or unchecked) when using Crucible only

Summary

If a Customer is using Crucible 4.2 only (no FishEye license), the following warning messages are displayed in the logs:

2016-10-05 15:11:20,557 WARN - The repository index for Repository (Repository) does not match the repository configuration - using configuration from current index 

While there is no impact from these warning messages and can be safely ignored, they are displayed if you have store-diff set to true but your cache is set to false. Changes on ---CRUC-7629--- indicate that the ignoring of the false flag was to be fixed, but in this scenario, it continues to be ignored.

Environment

• Crucible 4.2

Steps to Reproduce

1. Generate a mix of cache store-diff value being false while the store-diff value on the repository is set to true.
2. Alternatively, install Crucible 4.2 specifically (and having only the Crucible license applied), and add a repository.

Expected Results

• Store-diff is unchecked or set as false

Actual Results

• Store-diff defaults to true (or checked in the UI) when manually adding a repository, or pulling from Bitbucket Server.
