Can't stop tracking resolution of a draft comment marked as needs resolution

The new "Needs resolution" checkbox doesn't turn off correctly when comment was auto saved.

Steps to reproduce:

1. Start writing a new comment
2. Click "Needs resolution" to turn it on
3. wait for auto save to save the comment draft
4. Click "Needs resolution" again to turn it off
5. submit the comment

Expected result:

Comment is added without needing resolution.

Actual result

Comment is added with UNRESOLVED status

Note when steps 2 and 4 are done quickly, before auto save in step 3 happens, application works as expected
