Reply comment gets rendered on the review page but not in CRAS

Steps to reproduce:

1. Open two browsers and login with two different users.
2. Browser 1: Create an inline comment.
3. Browser 2: Click "Reload" link in the "hot reload" popup to get comment rendered.
4. Browser 2: Reply to the comment created by user from browser 1.
5. Browser 1: Ignoring "hot reload" popup, click "Edit" link and modify the comment.
6. Browser 1: Observe the reply is added however you didn't ask to fetch the changes, you just wanted to modify the comment. At the same time this comment is not present in the CRAS until "Reload" link is clicked.
