Upgrading to 1.6.2 on windows machines fails with the following error:

Dear Nataraj,
The solution was to upgrade your instance as the issue has been fixed in 1.6.2.1+. Is there a reason why you are trying to upgrade to 1.6.2?
To upgrade:
1) Shutdown your server completely.
2) Make a backup of your FISHEYE_INST directory
3) Download the latest crucible from [www.atlassian.com]
4) Follow the instructions in the Upgrade Guide to upgrade to this new version.
