      Summary

      In Crucible, If you change a permission scheme from one with a moderator to one without a moderator, reviews in state Waiting for Approval can no longer be transitioned.

      Steps to Reproduce

      1. Create a review that is in Waiting for Approval state.
      2. Change the permission scheme of the project to one without a moderator.
      3. It can no longer be transitioned.

      Expected Results

      The user should be able to transition the review even though it is using the new permission scheme.

      Actual Results

      Reviews in Waiting for Approval can no longer be transitioned.
