Navigating to comments doesn't scroll the page to the comment when displayed "above"

Steps to reproduce

1. Open a review file and add few long comments to it
2. Display comments "above" the file content
3. Try to change URL comment hash to navigate to the comments in review filew

Expected result
The page should be scrolled down to the comment
