Multiple Spaces after Project Key in Smart Commit causes reviewers not to be assigned

      Summary

      in FishEye/Crucible, when using smart commits, if there is more than one space following the project key, reviewers will not be assigned to the review.

      Steps to Reproduce

      1. Perform a commit with 2 spaces following the project key. i.e:
        +review CR-MYKEY  @user1 @user2 @user3 JRA-zzzz #comment 
        
      2. The review will be created but reviewers will not be assigned; opening the review puts the owner into Edit Review Details.

      Expected Results

      The reviewers should be added to the review, even if there are multiple spaces after the project key.

      Actual Results

      The review is created, but reviewers will not be assigned.

      Workaround

      Do not put multiple spaces between the project key and the first reviewer
