Days to complete metics doesn't handle reopened and in draft state reviews

Days to complete project metic should measure average time in which review is opened (in days). It bases on historical data from last month.

But it doesn't handle well reviews which in Draft state in that period and counts open time for them as 0.

Calculator also doesn't count whole open period for reviews which were reopened.
