Horizontal scroll bar doesn't show up on code side of dual panel for Crucible

Once I resize the window or the left panel, the scroll bar shows up, but opening a new review in Chrome or Firefox (and also flipping to a new file using the "j" shortcut) doesn't have the necessary horizontal scroll bar for a smaller screen.
