Using the API, you can transition a review to a state that's not normally in the workflow

HTR:

1. Create a project without a moderator
2. Create a review
3. Perform the 'action:approveReview' action on the review using either the REST or Java api

Expected:

• Either an error, or (preferably) transitioning the review to the 'Review' state

Actual behavior:

• The review is transition to the 'Awaiting approval' state, which is normally not reachable for projects without moderators
