"User" in "Add Content to Review" Dialog Does Not Include Authors

When selecting a User in the Add Content to Review dialog, you cannot select a committer from a repository unless it has already been mapped to a Crucible user.

This appears to have been changed in CRUC-6687.

This forces customers to map all committers to Crucible users to use this functionality.
