Description
When
The user is on a review page and click on the objectives for the first time.
Expected
The page should scroll to the objectives and highlight the section
Actual
The page did scroll, but the objectives first jump to the top of the page and then jump back again to the middle of the page which is strange in UX.
Besides, if you scroll manually on the content, and try to click the sidebar link again, the scrollbar will scroll one line per click.

This is due to the problem of how we handle the scrolling on the review overview. Previously, we don't have the stalking header and the link was handle natively by page link hash. This behaviour doesn't work well with the new scrolling.
