Filter changesets by user rather than by guessing user's default committer

    Description

      Currently when a user goes to add content to a review from browsing changesets, the filter automatically selects a random* committer associated with that user.

      It would make more sense to simply filter the changesets by all committers associated with that user instead.

      *random as in the first user-committer mapping, in alphabetical ordering
