Inline issue creation: when not logged in to Crucible the review comment icon is not fetched

When the issue being viewed in JIRA is created from Inline Issue Creation the image link is not fetched if the user is not logged into Crucible and anonymous access is disabled

The resource being fetched is /currentstatic/images/crucible.ico which redirects to the login page instead of the static resource.
