UAL webitem link for fisheye configuration links to a page that shows all possible options, even if those options are global and will not apply to the instance being edited

the ual config screen links to the fisheye admin screen, but that screen shows all possible configuration options for the fisheye instance,even if the global ones that doesnt apply (e.g., not editing a primary instance, but the 'Display Options' still shows up). They are saved, but not used.

Fix by making the edit configuration page in the plugin only show editable options.
