Pre Commit Patch Containing Non-existant File causes Java Exception

If you add an anchored pre commit patch that contains a diff to a file that does not exist in the repository, all reviewers will receive the following error when they attempt to view the changes:

There should be a clear error describing the problem rather than the java exception.
