Changeset not associated with review when created from Changeset Review Coverage gadget

When creating a review from the Jira Changeset Review Coverage gadget (by selecting a changeset(s) and clicking Create Review), the changesets are not associated with the review that is created, and no outcome etc. fields are populated in the new review.
This reduces the usefulness of the gadget considerably, as we have to open each changeset in Fisheye and create the review from there.

In the URL sent to Crucible, I can see the selected changesets referenced.

We have multiple projects configured in Crucible, and the first screen displayed after clicking Create Review is a project selector.

The only other unusual thing about our setup is that we have the default project locked down (with a permission scheme) so noone can create reviews.
